  • Association Restrictions and By-Laws
  • Carolina Sands is governed under the North Carolina Planned Community Act of 1999.

  • Policy on clubhouse use for residents: The clubhouse may be reserved by residents before Memorial Day and after Labor Day for private functions. No reservations can be accepted between these two holidays because restroom/clubhouse access may not be denied to users during the pool’s busy season. Use the reservation form (pdf) to reserve the clubhouse. You may also get a copy of this form from any Board member.  This form and a damage deposit check for $75.00 must be left with a Board member prior to the event. If decorating the clubhouse, do not use duct or cellophane tape on walls or doors.  Painter’s tape should be used instead.  Upon inspection of the property after the event, and proper clean-up by the user, the check will be returned to the resident.

  • Pool Key Policy. For key (pool or tennis court) information, please contact Shannon Moore at 910-368-7041 or hawaindreamin8@aol.com from 10:00 a.m. to 7:00 p.m. daily.  Upon purchase of property, first key will be issued at no charge.  To replace a lost key, there is a $25.00 fee.  Original key will be inactivated.  Under no circumstances will key be issued to tenants.  They must contact the homeowner for key.  Homeowners are responsible for key issued to tenant and must have it returned to them at the end of the property lease.

  • Pool Rules and Playground Regulations.  The pool and playground are open from 6:00 am to 10:00 pm.  In order to access the pool and clubhouse, you must use your pool key.  Children under the age of fourteen are restricted from using the pool unless accompanied by an adult over the age of eighteen.  Young children may not be left alone in the clubhouse at any time.  Children in diapers must use “swimmies”.  If a child should have a bowel movement in the pool, a Board member must be immediately notified and the pool closed down until our pool service can test the water and guarantee that it is safe for swimming.  No food or drink is allowed in the pool.  No glass containers are allowed in the pool area.  Residents are responsible for cleaning up any spills or debris caused by them.  Umbrellas must be closed after use. 


No pets are allowed in the pool or playground area.

  • Swimming Lessons may be offered each year at the discretion of the Board.  If you are interested in signing up for these lessons, please contact any member of the Board.

  • Transfer Fee. There is a $25 transfer fee to be paid to CSHA whenever a lot is sold in Carolina Sands. This is collected at closing, and should appear on closing statements. The fee covers costs the CSHA experiences with database entry, address changes and keys issued.

  • Parking in Carolina Sands.  No overnight street parking is allowed.
  • Refuse Removal.   Waste Industries, Inc. removes household refuse.  Only refuse in the proper container will be removed.  Refuse should be placed in the roll out container and recyclables in the small tub by 7:00 am on the regular collection day of Tuesday.   The containers must be brought in after collection.  If you need to dispose of large items, such as appliances, please contact The Town of Carolina Beach at (910) 458-2999.

Rules for Recycling (mandated by the State as of 1/01/10)

They do not accept plastic bags.  For disposal of items not listed above, call the New Hanover Landfill at (910) 341-4373.


How Do I Recycle?

1.         Remove and discard lids and caps from glass and plastic containers (paper labels do not need to be removed).

2.         Drain and rinse liquid from all containers before placing them in your recycle bin.

3.         Crush plastic bottles as much as possible.

4.         Store newspapers together.  Separate from other materials to keep them clean and dry.  Put them in a paper grocery sack before placing them in your bin.

·        Cleaning up after pets.  In order to maintain a clean and safe community, we ask our residents and visitors to comply with the following rules, which apply to all areas of the Town.

Per the Carolina Beach Police Department and per county regulations, all dogs are required to be on a leash at all times.  Dogs are allowed on the beach from November 1st to February 28th. You must have on your person at all times a plastic or paper container that can be used to clean up and contain dog waste until it can be disposed of in an appropriate container. This container must be produced and shown, upon request, to anyone authorized to enforce this ordinance. 

·         Vegetation Removal (tree limbs, pine straw, etc.)

 

             The Town of Carolina Beach (once a quarter) will remove items such as tree limbs, pine straw, pine cones, etc. free of charge to residents.  Tree limbs no longer than 4 ft. may be piled at the curb, but pine straw and cones, grass clippings, etc. must be in bags.  This refuse must not exceed what could fit into a small pick up truck.  In order to schedule this type of pickup, please call either the main office of the Town at 458-2999 or call the Water Billing Department at 458-298.  Please note:  If this work is done by a contractor, it is the contractor’s responsibility to remove these items. 

 

·        Freeman Park Pet Regulations.  Dogs are required to be on a leash from April 1st to September 30.  From October 1st to March 31, dogs are allowed off a leash so long as they remain under voice command and the owner is within a reasonable distance from the pet.  For further information, please contact the Carolina Beach Police Department at 458-2540.
